         Il s"agit de réaliser une mission d"évaluation à mi-parcours de la mise en œuvre du SAR de l"île de La Réunion depuis son approbation en 2011, et ce dans le cadre de l"application des dispositions de l"article 4433-7 du CGCT. Cette mission est décomposée comme suit: réunion de lancement à la région Réunion avec le comité de pilotage:

         — phase 1: évaluation de la mise en œuvre du SAR suivant 19 champs d"investigation définis par la région Réunion,

         — phase 2: rédaction d"un rapport intermédiaire regroupant les évaluations des 19 champs d"investigation,

         — phase 3: production d"une synthèse sous le prisme des enjeux environnementaux,

         — phase 4: production d"une synthèse relative à l"évaluation des 4 objectifs du SAR,

         — phase 5: identification de pistes et enjeux dans l"optique de l"évolution du document de planification régionale,
